What a contrast immediately presents itself in the generous nature of Steele, in the genial and pure writings of Addison! Both Addison and Steele were poets, Steele principally a dramatic poet, of considerable success; Addison was the author of "Cato," a tragedy, and the "Campaign," celebrating the victory of Blenheim, with other poems. As their claims were not embarrassed by any question of divided allegiance or party politics, many members of Parliament who had not supported the relief of the Roman Catholics found themselves at liberty to advocate the cause of the Protestant Nonconformists; while almost all who had supported the greater measure of Emancipation felt themselves bound by consistency to vote for the abolition of the sacramental test. This was a fatal circumstance in the way of the establishment of a strong co-operative Cabinet, formed out of the present Opposition. But a still greater obstacle was the iron determination of the king. In vain did Lord North express his desire to resign and declare the necessity of conciliatory measures. George reproached him with intending to desert him. On further pressure he gave him leave to apply to Chatham and the Whigs, but only on the absurd condition that[250] they should join the present Ministry, serve under Lord North, and carry on the policy of the existing Government. TWO:LOUIS KOSSUTH.The formidable organisation of the Roman Catholics led to a counter organisation of the Protestants, in the form of Brunswick Clubs. This organisation embraced the whole of the Protestant peasantry, north and south, the Protestant farmers, and many of the gentry. They, too, held their regular meetings, had their exciting[284] oratory, and passed strong resolutions, condemnatory of the inaction of the Government, which was charged with neglecting its first and most imperative dutythe protection of society from lawless violence. The Brunswickers, as well as the Emancipators, had their "rent" to bear the expenses of the agitation. They alleged that they were obliged to organise in self-defence, and in defence of the Constitution. In Ulster the country was divided into two camps, Catholic and Protestant. Notwithstanding the difference in numbers, the Protestants of Ulster were eager to encounter their antagonists in the field, and had not the slightest doubt of being able to beat them. They had all the proud confidence of a dominant race, and regarded the military pretensions of their antagonists as scornfully as the Turks would have regarded similar pretensions on the part of the Greeks. The feeling on both sides was such, that an aggression upon the Protestants in the south would have called forth 100,000 armed men in the north; and an aggression upon the Catholics in Ulster would have produced a similar effect among the Catholics in Munster. The number of Protestants in favour of Emancipation constituted but a small minority. The great mass were against concession. They believed that an insurrection would be the most satisfactory solution of the difficulty. With the aid of the army they felt that they were able to crush the "Papists," as they had been crushed in 1798, and then they hoped they would be quiet for at least another generation, resuming what they considered their proper position as "sole-leather." They forgot, however, the increase in their numbers, their property, and their intelligence. They forgot the growth of a middle class amongst them; the increased power and influence of the hierarchy, and the formidable band of agitators supplied by the Roman Catholic bar, whose members, many of them men of commanding abilities and large practice, were excluded by their creed from the Bench; which exclusion filled the minds of the ambitious with a burning sense of wrong, and made it their interest to devise all possible modes of evading the law, while keeping the country on the verge of insurrection.
ONE:Another admiral was still less fortunate. This was Linois, who had been beaten off in his attack on a British fleet of India merchantmen, in the Straits of Malacca, some time before, and who had been cruising far and wide in pursuit of British prizes, whilst a number of English commanders were eagerly hunting after him. THREE:The art of sculpture, like that of painting, took a new spring in this reign, but the early part of it was encumbered by the tasteless works of Wilton, Read, and Taylor. Beaulieu met the French advanced guard at Voltri, near Genoa, on the 11th of April, and drove it back. But d'Argenteau had been stopped in the mountains by the resistance of a body of French, who occupied the old redoubt of Montenotte. Buonaparte, apprised of this, hurried up additional forces to that point, and defeated d'Argenteau before Beaulieu or Colli could succour him. Having now divided the army of the Allies, Buonaparte defeated a strong body of Austrians under General Wukassowich; and having left Colli and the Piedmontese isolated from their Allies, debouched by the valley of Bormida into the plains of Piedmont. Beaulieu retreated to the Po, to stop the way to Milan; and Buonaparte, relieved of his presence, turned against Colli, who was compelled to retreat to Carignano, near Turin. Trembling for his capital, and with his means exhausted, Victor Amadeus made overtures for peace, which were accepted; the terms being the surrender of all the Piedmontese fortresses and the passes of the Alps into the hands of the French, and the perpetual alienation of Nice and Savoy. This humiliation broke the heart of the poor old king, who died on the 16th of October. Buonaparte, however, did not wait for the conclusion of this peace; the truce being signed, he hastened on after Beaulieu whom he defeated and drove across the Po. Beaulieu next posted himself at Lodi, on the Adda; but Buonaparte, after a fierce contest, drove him from the bridge over the Adda on the 10th of May, and with little further opposition pursued him to Milan. Beaulieu still retreated, and threw himself into the fastnesses of the Tyrol. On the 15th Buonaparte made a triumphal entry into Milan, and immediately sent troops to blockade Mantua. Buonaparte then advanced into the Papal States, rifling the Monti de Piet at Bologna and Ferrara. Everywhere contributions were demanded at the point of the bayonet, and French authorities superseded the native ones. Pius VI. made haste to sue for peace, and it was granted on the most exorbitant terms. Fifteen millions of francs must be paid down in cash, six millions in horses and other requisites for the army. A great number of paintings and statues were to be selected from the galleries of art, and five hundred manuscripts from the library of the Vatican. The provinces of Ferrara and Bologna must be ceded; the port and citadel of Ancona, and all the Papal ports, must be closed against the British. This most costly peace was signed on the 23rd of June, and Buonaparte hastened northward to stop the advance of the army of Wurmser, which had been sent through the Tyrol to compete with the rising Corsican.

FORE:But, in the autumn of 1781, they resolved on a renewed attack of the most vigorous kind. Elliot received information of this, and determined to anticipate the plan. At midnight of the 26th of November he ordered out all his grenadiers and light infantry, including the two veteran regiments with which he had seen service in Germany so many years ago, the 12th, and the regiment of General Hardenberg. Three hundred sailors volunteered to accompany them, and the brave old general himself could not stay behind. The detachment marched silently through the soft sand, and entered the fourth line almost before the Spanish sentinel was aware of them. In a very few minutes the enemy was in full flight towards the village of Campo, and the English set to work, under direction of the engineer officers, to destroy the works which had cost the Spaniards such enormous labour to erect. The Spaniards for several days appeared so stupefied that they allowed their works to burn without any attempt to check the fire. In the following month of December, however, they slowly resumed their bombardment. Nevertheless, it was not till the spring of 1782 that the Spaniards were cheered by the news that the Duke of Crillon was on his way to join them with the army which had conquered Minorca.The royal party then proceeded up the beautiful river Lee, to the city of Cork, hailed by cheering crowds at every point along the banks where a sight of the Queen could be obtained. FORE:Notwithstanding his careless manner, however, there was much sincerity in the nature of Lord Melbourne; and there is no doubt that he laboured with an honest purpose to make his Administration useful to the country, though not with so much activity and energy, or with such constant solicitude to secure success, as his predecessor had brought to the task. As it was now advancing towards the end of the Session, he confined his attention to two great measures of reformthe Irish Tithe question (of which we have already disposed) and the question of Municipal Reform. It is scarcely necessary to remark that abuses in corporations had been a matter of constant and general complaint for two centuries. But it was hopeless to expect a remedy so long as the Parliamentary representation was so inadequate and corrupt. The rotten and venal boroughs, of which the franchise was abolished or amended by the Reform Act, were the chief seats of abuse. The correction of the local evil would have been the destruction of the system by which the ruling party in the State sustained its political power. There were, therefore, the most powerful interests at work, restraining each from attempting the work of reform; but by the Parliamentary Reform Act these interests were abolished, and those local fountains of corruption could no longer pour their fetid contents into the legislature. Statesmen now felt at liberty to abate those nuisances. Yet the work was not as speedily accomplished as might have been expected. It is true that Lord Grey advised the king to issue a commission of inquiry in July, 1833, but it was not until the 5th of June, 1835, that any measure was brought forward upon the subject. Even then Lord Melbourne had to overcome the dislike of the king, who distrusted the measure, and thought that, if the corporations were to be reformed at all, they had best be reformed by granting them new charters. The commission consisted of twenty gentlemen, who were to proceed with the utmost despatch to inquire as to the existing state of the municipal corporations in England and Wales, and to collect information respecting the defects in their constitution, to make inquiry into their jurisdiction and powers as to the administration of justice, and in all other[388] respects; and also into the mode of electing and appointing the members and officers of such corporations, into the privileges of the freemen and other members thereof, and into the nature and management of the income, revenues, and funds of the said corporations. They divided the whole of England and Wales into districts, each of which was assigned to two commissioners. Their reports on individual corporations occupied five folio volumes. INTERIOR OF THE HOUSE OF COMMONS IN 1742.Soon after the prorogation of Parliament in the autumn her Majesty resolved to pay her first visit to her Irish subjects. At Cowes a royal squadron was in readiness to convoy the Victoria and Albert across the Channel. The Queen was accompanied by Prince Albert, the Prince of Wales, Prince Alfred, the Princess Royal, and the Princess Alice. The royal yacht anchored alongside the Ganges, her arrival off the Irish coast being announced by the booming of artillery on the 2nd of August, which was the signal for the lighting of bonfires upon the hills around the picturesque town of Cove. In the morning a deputation went on board, consisting of the Marquis of Thomond, head of the house of O'Brien, the Earl of Bandon and several of the nobility and gentry of the county, with the Mayor of Cork, and Mr. Fagan, M.P. for that city. They were introduced to her Majesty by Sir George Grey, the Secretary of State in attendance during the visit. Arrangements were then made for the landing, and about three o'clock the Queen first set foot upon Irish[572] ground, amidst the most enthusiastic demonstrations of loyalty from the multitudes assembled to bid their Sovereign welcome, mingling their cheers with the roar of cannon, which reverberated from the hills around. A pavilion had been erected for her Majesty's reception, and over it floated a banner, with the word "Cove" emblazoned upon it. The Queen had consented, at the request of the inhabitants, to change the name of the place and call it "Queenstown," and when she left the pavilion the first flag was pulled down and another erected in its stead, with the new name. Thus the old name of "Cove" was extinguished by the Queen's visit, just as the old name of "Dunleary" had been extinguished by the visit of George IV.Lord Auckland was then Governor-General of India, but the period of his tenure of office was drawing to a close. He hoped it would end brightly, that the war for the restoration of an imbecile and puppet king would have ended triumphantly, and that he would return to his native land bearing something of the reflected glory of the conquerors of Afghanistan. He had been cheered by the despatches of the too sanguine envoy in the month of October, who spoke only of the continued tranquillity of Cabul. November passed, however, without any intelligence, and all was anxiety and painful suspense. Intelligence at last came confirming the worst anticipations. Calcutta was astounded at the news that Afghanistan, believed to be prosperous and grateful for British intervention, was in arms against its deliverers. Suddenly the tranquillity of that doomed country was found to be a delusion. "Across the whole length and breadth of the land the history of that gigantic lie was written in characters of blood." Confounded and paralysed by the tidings of so great a failure, which he had not energy to retrieve, he thought only of abandoning the vicious policy of aggression that had ended so miserably, and given such a terrible blow to the prestige of British power in India, on which our dominion in the East so much depended. He had owed his appointment to the Whigs; and the Conservatives, who were now in office, had opposed the policy of the Government regarding the Afghan war. But no one seemed more sick of the policy of aggression than the Governor-General himself. He became thoroughly convinced of the folly of placing a detached force in a distant city which could be reached only through dangerous defiles occupied by an ever-watchful enemy, depending for supplies upon uncertain allies, and without any basis of operations. The expedition had proved enormously expensive, and had drained the Indian treasury of funds that should have been employed in developing the resources of our Indian possessions. When all this had ended in disastrous failure and national disgracewhen he recollected that the directors of the Company, as well as the Government, had expressed intense dissatisfaction at his policy, feeling conscious that their complaints were just, and that their worst forebodings had been realised, his spirit seems to have been completely broken; instead of any attempt at retrieving the[497] misfortunes of his Government, he thought only of saving, if possible, what remained of the forces that he had sent across the Indus. Writing to the Commander-in-Chief, Sir Jaspar Nicolls, who was then on a tour through the Upper Provinces of India, with reference to the sending forward of reinforcements, he said he did not see how the sending forward of a brigade could by any possibility have any influence on the events which it was supposed were then passing at Cabul, which they could not reach before April. In his opinion they were not to think of marching fresh armies to the reconquest of that which they were likely to lose. He feared that safety to the force at Cabul could only come from itself. The Commander-in-Chief himself had been always of opinion that the renewed efforts of the Government to support Shah Sujah on his throne, and to establish a permanent influence in Afghanistan, was a great mistake. However, owing to the energy of Mr. George Clarke, the Governor-General's agent on the north-west frontier, and his assistant, Captain, afterwards Sir, Henry Lawrence, forces were dispatched from that quarter, under the command of General Pollock, who had commanded the garrison of Agra, having been in the Indian service since 1803, and having distinguished himself under General Lake. This appointment gave the greatest satisfaction, as it was believed that he was selected solely for his merit, and not through aristocratic influence. While he was preparing to advance, Lord Auckland was recalled, and Lord Ellenborough, the new Governor-General, arrived at Calcutta.Clinton, having now united his forces at New York, directed his attention to the approach of the fleet of D'Estaing. This had sailed for the Delaware, expecting to find Lord Howe there; but, finding that he had sailed for New York, it followed him, and arrived there six days after him. The fleet of D'Estaing consisted of twelve sail-of-the-line and six frigates. Howe had only ten sail-of-the-line, and some of them of only forty or fifty guns, and a few frigates. Besides, D'Estaing had heavier metal, and ships in much better condition, for those of Howe were old and out of repair, and their crews were considerably deficient. Altogether, D'Estaing had eight hundred and fifty-four guns; Howe, only six hundred and fourteen. From D'Estaing's superiority of force it was quite expected that he would attack Howe; but he was dissuaded by the pilots from entering the harbour, and lay outside eleven days, during which time he landed the Ambassador. Lord Howe showed much spirit in preparing for an encounter, though he was daily in expectation of Admiral Byron with some additional ships, the Admiral coming to supersede him. He put his ships in the best order he could, and the English seamen hurried in from all quarters to man his vessels. A thousand volunteers came from the transports, and masters and mates of merchantmen offered their services. Just, however, when it was expected that D'Estaing would avail himself of the tide, on the 22nd of July, to enter the harbour, he sailed away for Rhode Island, and up the Newport river. In a few days Howe sailed in quest of D'Estaing. They found D'Estaing joined by Lafayette with two thousand American troops, and by General Sullivan with ten thousand more, and D'Estaing proposed to land four thousand from his fleet. The English garrison in Newport amounted to only five thousand men. But here a contest arose between D'Estaing and Sullivan for the supreme command, and this was not abated till Howe with his fleet hove in sight. Then D'Estaing stood out to sea, in spite of the remonstrances of Sullivan, Greene, and the other American officers. Lord Howe endeavoured to bring him to action, at the same time man?uvring to obtain the weather-gauge of him. In these mutual endeavours to obtain the advantage of the wind, the two fleets stood away quite out of sight of Rhode Island, and Sullivan commenced in their absence the siege of Newport. Howe, at length, seeing that he could not obtain the weather-gauge, determined to attack the French to leeward, but at this moment a terrible storm arose, and completely parted the hostile fleets, doing both of them great damage. D'Estaing returned into the harbour of Newport, but only to inform the Americans that he was too much damaged to remain, but must make for Boston to refit. Sullivan and the other officers remonstrated vehemently against his departure; but in vain. Scarcely had D'Estaing disappeared, when Sir Henry Clinton himself, leading four thousand men, arrived in Rhode Island, and Sullivan crossed to the mainland in haste. He blamed the French for the failure of the enterprise.In this Convention no mention was made of the right of search, and various other matters were reserved for the consideration of the plenipotentiaries. When the Convention was announced to Parliament by the king in his opening speech, there arose a general denunciation of it both in and out of Parliament. The right of search was declared to be purposely sacrificed; the limits of Georgia were undefined; and the Spanish captains in the West Indies were unpunished for all their cruelties. That sixty thousand pounds should be allowed for compensation for ships taken by Admiral Byng in 1718 was very justly declared taxing us for our victories. In fact, Walpole, in this treaty, seemed ready to give up everything to Spain, knowing, probably, how hopeless it was to extract money from that country, and glad of an excuse of any set-off against our claims as to the easiest way of settling them. But all did not avail him. The more conceding he was to the Spaniards the more immovable they became, whilst the public at home were enraged at the tameness displayed by Ministers. Ministers found their majority continually on the wane. On the division in the Commons it had dwindled to twenty-eight, namely, two hundred and sixty votes against two hundred and thirty-two.
